How to become an insurance agent: the 5 general steps

The exact rules differ by state and by line of authority, but the path to a resident insurance producer license follows the same five steps almost everywhere:

    Meet the basic eligibility rules

    Most states require you to be at least 18 and a resident of the state where you apply. Nearly all run a criminal-background or fingerprint check, and many require U.S. citizenship or lawful work authorization.

    Complete pre-license education (if your state requires it)

    Insurance is licensed by line of authority — Life, Accident & Health, Property, Casualty, and Personal Lines — and many states require an approved pre-license course for each line (often around 20 hours). Some states require none at all (Texas, Iowa, Utah, Washington). California now requires only a 12-hour ethics & Insurance Code course after AB 943.

    Pass the licensing exam

What is an insurance producer license?

"Producer" is the modern legal term for a licensed insurance agent. A resident producer license authorizes you to sell insurance in the state where you live, for the specific lines of authority you qualify for — most commonly Life, Accident & Health, Property, Casualty, or Personal Lines. "Agent" and "producer" mean the same thing in everyday use.

How many hours of pre-license education do I need?

It depends on the state and the line of authority. Many states require an approved pre-license course of roughly 20 hours per line, while several — including Texas, Iowa, Utah, and Washington — require none and let you sit for the exam directly. California, after AB 943 took effect January 1, 2026, requires only a 12-hour ethics and California Insurance Code course rather than the old per-line hours. Who administers the insurance license exam?

Do I need a separate license in every state?

You hold a resident license in your home state. To sell in other states you apply for non-resident licenses, which most states grant based on your resident license through reciprocity — usually without re-taking the exam — via the NIPR.
