North Carolina authorizes electronic notarization and permanent remote (RON) notarization under Chapter 10B, each requiring separate registration and approved technology.
Electronic and remote (RON) authorization
A North Carolina notary must first hold a traditional commission, then register separately to perform electronic notarizations and/or remote (RON) notarizations, complete the required additional education, and use an approved platform. RON uses real-time audio-video, identity verification (credential analysis and identity proofing), and a tamper-evident electronic signature and seal.
Recording and journal for RON
A North Carolina notary performing RON must keep an electronic journal and retain the audio-video recording of each act for the period required by rule. These recording and journal duties are mandatory for electronic/remote acts. Confirm the current approved platforms and retention rules with the Secretary of State.
