Signer Identification & Satisfactory Evidence

RULONA requires the notary to identify the individual by personal knowledge or satisfactory evidence, and to have no doubt the person appearing is who they claim to be.

Satisfactory evidence under RULONA

Satisfactory evidence of identity is established by a current government-issued ID bearing the individual's photograph and signature, or by a credible witness who personally knows the individual and is either known to the notary or identified by acceptable ID. The individual must personally appear before the notary at the time of the act.

Refusing the act

A Pennsylvania notary may—and sometimes must—refuse to notarize if the notary is not satisfied as to the individual's identity, competence, or willingness, or if the notary knows or suspects the act is fraudulent. RULONA specifically permits refusal in these circumstances.
