Steps to get your Guard Card
Complete the 8-hour Power to Arrest course
Take the full 8-hour Power to Arrest and Appropriate Use of Force course from a single BSIS-licensed provider (per SB 652, effective Jan 1, 2026). Must be completed within 6 months before applying. Typical cost: $30–$80 for the 8-hour portion.
Pass the exam (100% required per 16 CCR §628)
The training provider administers the exam at the end of the 8-hour course. You must achieve 100% to receive the Certificate of Completion. Retakes are permitted — study weak areas and retest until you pass.
Submit your BSIS Guard Card application + $60 fee
Apply online through the BSIS portal at bsis.ca.gov. Pay the $60 application fee (effective Oct 1, 2025). You can submit before completing Live Scan, but processing won’t finish until your background check clears.
Complete Live Scan fingerprinting
Visit a Live Scan location. Cost: $32 DOJ + $17 FBI + site fee ($20–$75). Total $49–$124. Results go directly to BSIS for your background check.
