The Board of Barbering and Cosmetology regulates barbering under the Barbering and Cosmetology Act.

The Board sits within the Department of Consumer Affairs.

The primary purpose of regulation is to protect the health and safety of the public.

Rules come from the Business & Professions Code and CCR Title 16.

A valid, current barber license is required to perform barbering for compensation.

Barbers may cut hair, shave, and trim beards, but may not diagnose or treat disease.

Licenses must be renewed on schedule, typically every two years, to remain valid.

Practicing without a license or on a lapsed license is a violation.

Establishment licenses are tied to a specific location; notify the Board when relocating.

Display or make available the barber and establishment licenses at the shop.

Provide hot and cold running water, clean floors and surfaces, and clean linens.

Disinfect implements and use a clean towel or neck strip for each client.

Board inspectors verify sanitation, disinfection, and proper licensing.

Decline service and refer to a physician when a client shows signs of infectious disease.

Follow all disinfection and sanitation regulations to pass inspection.

Keep required records and comply with the Board's health and safety rules.
