Emergencies, Fires, Cargo, and Hazardous Materials
Emergencies happen fast, and the driver who has already decided what to do is the one who survives them. This chapter covers the emergency maneuvers a heavy-vehicle driver must know cold, including evasive steering, blowout response, off-road recovery, and brake failure, then moves to fire classes and the correct extinguisher for each, accident scene procedures, cargo weight and securement rules that keep a load where it belongs, and the basics of hazardous materials awareness and placarding that every CDL holder is expected to know even without an endorsement.
Emergency Maneuvers
The most counterintuitive fact in emergency driving is that stopping is often not the best option. Braking distance grows with the square of speed, but the distance needed to steer around an obstacle changes very little with speed, so when a vehicle pulls out in front of you and there is no room to stop, an evasive steer into an open lane or onto the shoulder is usually the move that works. Steer with a quick, controlled input, do not lock the brakes, and counter-steer immediately so the vehicle does not continue past the escape path. If a tire blows out at speed, the response is the opposite of instinct: hold the steering wheel firmly with both hands, stay off the brake, let the vehicle slow on its own, and only then brake gently and ease onto the shoulder. Braking on a failed tire pulls the vehicle hard toward the failed side. If your wheels drop off the pavement onto a soft shoulder, do not try to climb back at speed. Keep a firm grip, come off the accelerator, stay off the brake until the vehicle is stable, let speed drop well below highway speed, then turn back onto the pavement sharply and immediately counter-steer to stay in your lane. Brake failure on a downgrade calls for downshifting to use engine braking, looking for an escape ramp or an uphill route, and using the parking brake as a last resort. Pumping air brakes only wastes remaining pressure, and shifting to neutral removes the last speed control you have.
Fires and Fire Extinguishers
Vehicle fires come from tires that have run underinflated or with dragging brakes, from fuel spilled during a crash or careless fueling, from electrical shorts in damaged wiring, and from cargo that was improperly loaded or ignited by a nearby heat source. Prevention is mostly inspection: check tires and brake temperature at stops, look for fuel and oil leaks, watch for frayed wiring and loose connections, and never let flammable cargo sit against an exhaust component. If a fire does start, the first decisions are to pull off the road away from buildings, trees, and other vehicles, shut down the engine, and get people away from the vehicle. Notify emergency services before attempting anything else. Extinguisher class matters more than extinguisher size. Class A is ordinary combustibles such as wood, paper, and cloth, where water works. Class B is flammable liquids such as fuel, oil, and grease, where water spreads the burning liquid instead of extinguishing it. Class C is electrical fire, where water conducts electricity and can electrocute the user. Class D covers burning metals, which need special agents. A B:C or A:B:C rated dry chemical or carbon dioxide extinguisher is the standard equipment on a commercial vehicle. Use it from upwind, roughly six to ten feet back, pull the pin, aim at the base of the flames rather than the smoke, and sweep side to side. Know the limits: a tire fire burns deep inside the casing and usually needs large volumes of water, so an extinguisher may only buy time while you keep bystanders away and wait for the fire department.
Crash Scenes and Accident Procedures
At a crash scene the biggest remaining danger is usually the second crash. The order of priorities is to protect the area, notify authorities, then care for the injured. Protecting the area means moving your vehicle off the road if it is safe and legal to do so, turning on four-way flashers, and placing warning devices far enough back that approaching traffic has time to slow, taking curves and hills into account. Notifying authorities means calling emergency services and giving a clear location, the number of vehicles, whether anyone is trapped or injured, and whether hazardous materials are involved, since responders approach a hazmat scene differently. Caring for the injured comes third for a reason: an untrained rescuer can turn a survivable spinal injury into a permanent one. Do not move an injured person unless fire or another immediate danger requires it. Stop heavy bleeding with direct pressure, keep the person calm and covered, and wait for trained help. Remember that leaving the scene of a crash in which you were involved is a major offense that carries CDL disqualification, and that using alcohol after a crash before you have been tested is prohibited. Document the scene once the emergency has been handled and be prepared for post-accident drug and alcohol testing under your employer's program.
Cargo Weight, Balance, and Securement
Even drivers who never load their own trailers are responsible for knowing that the cargo is properly distributed and secured. Federal weight limits on the Interstate system are 80,000 pounds gross, 20,000 pounds on a single axle, and 34,000 pounds on a tandem axle set, subject to the bridge formula, and a legal gross weight does not excuse an overloaded individual axle. Weight distribution matters as much as total weight: too much weight on the steering axle makes steering hard and can damage tires and the axle, while too little makes steering light and unresponsive and reduces traction on slippery roads. Height matters even more. A load stacked heavy on top raises the center of gravity, and a high center of gravity is the single largest factor in truck rollovers on ramps and in curves. Securement rules are specific. The combined working load limit of all tiedowns must be at least half the weight of the article being secured. An article five feet or shorter and 1,100 pounds or lighter may be held with one tiedown; longer or heavier articles need two, with an additional tiedown for every additional 10 feet or fraction of length. Cargo must also be blocked or braced so it cannot shift or fall, and headerboards, tarps, and sideboards must be secure. On the road, inspect the cargo within the first 50 miles and re-examine it every 150 miles or 3 hours of driving.
Hazardous Materials Awareness
Hauling placarded hazardous materials requires a hazmat endorsement, but every CDL holder is tested on the basics because you may be assigned a load that requires placards, and you will certainly share the road with them. Hazardous materials are divided into nine hazard classes, from explosives in Class 1 through corrosives in Class 8 and miscellaneous dangerous goods in Class 9. Placards are diamond-shaped warnings displayed on all four sides of the vehicle, and their purpose is to tell the public and emergency responders what class of hazard is on board so they can choose the right approach and the right protective measures. In general, placards are required when a shipment of hazardous materials reaches 1,001 pounds or more in aggregate gross weight, but the most dangerous materials, the Table 1 materials such as certain explosives and poison gases, require placards in any amount. Shipping papers must identify the material, and they must be kept within the driver's immediate reach while the seat belt is fastened and be readily visible to anyone entering the cab, commonly in a pouch on the driver's door. Placarded vehicles must carry a fire extinguisher rated at least 10 B:C, must stop 15 to 50 feet before railroad crossings, and are prohibited from certain tunnels and routes. A driver who cannot verify what is in the trailer should not accept the load.
