Vehicle Inspection: Pre-Trip, En-Route, and Post-Trip
Federal law makes the driver personally responsible for the condition of the vehicle, and no mechanic's signature transfers that duty away from you. Inspection questions on the General Knowledge test focus on what you must check, when you must check it, what the numeric limits are, and what paperwork the inspection generates. This chapter walks through the legal requirements for pre-trip, en-route, and post-trip inspections, the seven-step inspection method, the specific components and measurements examiners ask about, the air brake checks every air-brake driver must perform, and the defects that put a vehicle out of service.
When Inspections Are Required and Who Is Responsible
There are three inspections in a driver's day. The pre-trip inspection happens before you move the vehicle, and the regulation requires you to be satisfied that the service brakes and trailer brake connections, parking brake, steering mechanism, lighting devices and reflectors, tires, horn, windshield wipers, rear-vision mirrors, coupling devices, wheels and rims, and emergency equipment are all in good working order. You must also review the last driver vehicle inspection report and sign it when defects were noted and have been certified as repaired or as not needing repair. En-route inspections continue throughout the trip: you watch gauges and instruments, use your senses for unusual sounds, smells, or feel, and check tires, brakes, cargo securement, and lights at every stop. Cargo must be inspected within the first 50 miles and re-examined every 150 miles or every 3 hours of driving, whichever comes first. The post-trip inspection closes the loop. If you discover a defect or deficiency that would affect safety during the day, you must prepare a written driver vehicle inspection report and give it to the carrier, and the carrier must repair the defect before the vehicle is dispatched again. Notice the emphasis throughout: the driver is not merely reporting on the vehicle, the driver is the last line of defense before an unsafe vehicle enters traffic.
The Seven-Step Inspection Method
The standard inspection routine used by examiners and by good drivers has seven steps in a fixed order, and knowing the order is worth easy points on the test. Step one is the vehicle overview: you approach and look at the general condition, note any damage or lean, check for fresh fluid puddles under the vehicle, and check the area around the vehicle for hazards. Step two is the engine compartment, where you check oil, coolant, power steering fluid, belts, hoses, wiring insulation, and the fan, and confirm nothing is leaking or loose. Step three is starting the engine and inspecting inside the cab: gauges and warning lights, air pressure build-up, the horn, wipers and washers, heater and defroster, mirror adjustment, seat belt, and the presence of emergency equipment. Step four is shutting the engine off and turning on the lights so they can be checked. Step five is the walkaround, the longest step, covering the left side, front, right side, and rear including tires, wheels, brakes, suspension, steering components, lights and reflectors, the coupling, the exhaust, the frame, and the cargo securement. Step six is checking the signal lights, including turn signals, brake lights, and four-way flashers. Step seven is starting the engine again and performing the complete air brake or hydraulic brake system check. Every step matters, and a real inspection is the same routine done the same way every day so nothing is forgotten.
What to Check and the Numbers That Matter
Examiners want specific measurements, not general impressions. Tires must have at least 4/32 inch of tread in every major groove on the front steering axle and at least 2/32 inch on all other tires, and you also check for proper inflation, cuts, bulges, exposed fabric or cord, and mismatched sizes. Steering free play should not exceed about 10 degrees, which is roughly 2 inches of movement on a 20-inch steering wheel, and you look for cracked or loose steering box mounts, bent or worn drag links and tie rods, and missing cotter pins. Suspension inspection covers spring hangers, U-bolts, shock absorbers, and torque rods; a broken main leaf or one quarter or more of the leaves broken or missing is an out-of-service condition. Wheels and rims must be free of cracks, and every lug must be present and tight, with rust streaks around a lug indicating it is loose. The coupling area is checked for a locked fifth wheel with jaws closed around the shank of the kingpin, no space between the upper and lower fifth wheel plates, a secure mounting, safety latch engaged on a pintle hook, air and electrical lines secured and free of chafing, and the landing gear fully raised with the crank handle secured. The exhaust system must have no leaks, since exhaust gas contains carbon monoxide and hot exhaust near fuel or wiring is a fire source. Brake linings should be free of oil and grease, drums free of cracks, and slack adjusters should move no more than about an inch when pulled by hand with the brakes released.
Air Brake System Checks
Air brake questions carry precise numbers, and they appear on the General Knowledge test as well as on the air brake endorsement test. Start with the leak-down test: charge the system to governor cut-out, shut the engine off, chock the wheels, release the parking brakes, and watch the gauge. With the brakes released, a single vehicle may lose no more than 2 psi per minute and a combination vehicle no more than 3 psi per minute. Apply and hold the brake pedal and the allowable rates rise to 3 psi for a single vehicle and 4 psi for a combination. Next, with the engine off, begin fanning off pressure with the brake pedal: the low-air-pressure warning light and buzzer must come on at or before 60 psi, and continuing to fan pressure down, the parking brake and tractor protection valves must pop out somewhere between 20 and 45 psi, applying the spring brakes automatically. Restart the engine and confirm the compressor builds pressure from 85 to 100 psi in about 45 seconds on a dual system, then confirm the governor cuts out somewhere in the 120 to 140 psi range and cuts back in around 85 to 100 psi. Finish with the applied tests: with the trailer brakes released, tug gently against the tractor parking brake, then release everything and roll at about 5 mph while applying the service brakes to confirm the vehicle stops straight with no pull. Drain the air tanks or verify the automatic drains are working, because water and oil collecting in the tanks can freeze in winter and disable valves.
Out-of-Service Conditions and the DVIR
An out-of-service order means the vehicle may not be driven at all until the defect is corrected, and there is no exception for finishing a run, reaching a terminal, or delivering a time-sensitive load. Common out-of-service conditions include tires below the tread minimums or with exposed cord, a flat or audibly leaking tire, cracked rims or missing and loose lugs, brakes out of adjustment beyond the limit or with linings contaminated by oil, air leaks that prevent the system from holding pressure, a broken main leaf spring, steering components with excessive play or missing fasteners, an inoperative low-pressure warning device, leaking exhaust or fuel systems, and missing or discharged emergency equipment. The driver vehicle inspection report is the paperwork that makes the system work. When a defect that could affect safety is found, the driver writes it up, the carrier must repair or certify that repair is unnecessary, and the next driver reviews and signs before driving. Falsifying a report or ignoring a known defect exposes both the driver and the carrier to serious penalties, and after a crash the report is one of the first documents investigators request. Treat every inspection as if the report will be read in a courtroom, because sometimes it is.
