Safety

This chapter covers the worker-protection rules that govern every electrical job in California, from Cal/OSHA Title 8 electrical safety orders to NFPA 70E arc-flash practice. The goal is to send every worker home safe by controlling energy before it can cause a shock, arc, or fall.

Cal/OSHA Title 8 and Lockout/Tagout

California enforces its own electrical safety orders through Title 8, which generally meet or exceed federal OSHA. The core of energy control is lockout/tagout: physically isolating the energy source, applying a personal lock, and verifying the equipment is dead before work begins.

One worker, one lock
Each authorized worker applies their own lock so that no one else can re-energize the equipment while they are exposed.
Verify zero energy
After isolating and locking out, test to confirm the equipment is de-energized before touching conductors or parts.
Stored energy released
Capacitors, springs, and other stored-energy sources must be discharged or restrained so they cannot cause injury after lockout.

De-energize, Verify, and Arc-Flash

The safest circuit is a de-energized one, so the standard practice is to establish an electrically safe work condition before touching conductors. When work near energized parts cannot be avoided, NFPA 70E guides the shock and arc-flash boundaries and the protective equipment needed inside them.

Establish safe work condition
Before contact, disconnect, lock out, test for absence of voltage, and ground where required to create an electrically safe work condition.
Live-dead-live test
Verify the voltage tester on a known live source, test the circuit, then reverify on the live source to trust a dead reading.
Arc-flash boundary
The arc-flash boundary is the distance within which a person could receive a second-degree burn from an arc, requiring rated PPE inside it.
Arc-rated PPE
Personal protective equipment for arc-flash work must be arc-rated to the incident energy, not merely flame-resistant clothing chosen by guess.
Energized work permit
Working on or near energized parts generally requires justification and an energized work permit when de-energizing is not feasible.

Jobsite GFCI, Ladders, and Trenching

Beyond the panel, everyday jobsite hazards cause many electrical injuries. Ground-fault protection on temporary power guards against shock, non-conductive ladders and fall protection prevent falls, and proper shoring keeps trenches for underground conductors from collapsing on workers.

Ground-fault circuit-interrupter protection is required for temporary and construction-site receptacles to protect workers using portable tools.
Non-conductive ladders
Fiberglass ladders are preferred near electrical work because metal ladders can conduct current if they contact an energized part.
Fall protection height
Fall protection is generally required in construction when working at heights that expose a worker to a fall of a set distance or more.
Trench protection
Trenches deep enough to endanger workers require a protective system such as sloping, shoring, or a trench box to prevent cave-ins.
Call before you dig
Underground utilities must be located and marked before excavation to avoid striking energized or hazardous lines.

Working Space, Guarding, and Training

The Code reserves clear space around equipment so a worker can operate and service it safely, and requires live parts to be guarded against accidental contact. Grounding and bonding provide the fault path that protects people, and OSHA training programs build the awareness that ties all of these rules together.

A minimum clear working space, commonly three feet deep and increasing with voltage, must be kept in front of electrical equipment likely to be serviced live.

Bonding metal parts and providing an effective ground-fault path lets protective devices clear a fault quickly instead of leaving metal energized.
