Planning, Plans, Permits & Estimating
Before any pipe is joined, a plumber reads the plans, pulls the correct permits, and estimates materials and labor. This chapter covers plan reading, the inspection sequence, takeoffs, and the code cycle that governs the work.
Reading Plans and Plumbing Symbols
Plumbing work is laid out on a set of drawings that include floor plans, riser diagrams, and isometric drawings. Isometric (iso) drawings show the piping in three dimensions on a single view so the routing, fittings, and grade of drain, waste, and vent lines can be understood without multiple sections. Standardized symbols and line types distinguish cold water, hot water, waste, vent, and gas piping.
Isometric drawing
A single 3-D style view drawn at 30 degrees that shows the full run of piping, fittings, and direction of flow, used to plan DWV and supply routing.
Riser diagram
A schematic showing vertical piping between floors so fixture connections and vent stacks can be tracked through a multi-story building.
Line and symbol legend
Different line types and symbols identify cold water, hot water, waste, vent, and gas; always read the legend because symbols can vary by drafter.
Scale
Plans are drawn to a stated scale (for example 1/4 inch equals 1 foot); measure with an architect or engineer scale, never assume a dimension not shown.
Permits and the Inspection Sequence
Most plumbing work requires a permit from the local building department, and inspections must be requested and passed at defined stages. Work that is covered before inspection may have to be uncovered. The common sequence is underground, rough-in (top-out), and final.
Permit required
A permit is generally required before installing, altering, or replacing plumbing; the permit holder is responsible for calling inspections.
Underground/groundwork inspection
Buried drain, waste, and water piping is inspected and tested before it is backfilled or covered with concrete.
Rough-in (top-out) inspection
All DWV, vent, and water piping is inspected before walls are closed, while joints and supports are still visible.
Final inspection
After fixtures are set and connected, a final inspection confirms the system operates and complies before the building is used.
Required tests
DWV systems are commonly proven with a water or air test and water piping with a pressure test; the inspector must witness the test or its result.
Material Takeoff and Estimating
An estimate begins with a takeoff, which is a systematic count of every pipe length, fitting, valve, hanger, and fixture from the plans. Material cost, labor hours, waste allowance, overhead, and profit are then added to reach a bid price.

List and count all materials by size and type directly from the drawings so nothing is missed and quantities can be priced.
Labor units
Estimated labor is often figured from published labor-unit tables (hours per fitting or per foot) multiplied by the counted quantities.
Waste and scrap allowance
Add a percentage for pipe cutoffs, breakage, and scrap so purchased quantities cover real jobsite loss.
Overhead and profit
Add fixed overhead (insurance, vehicles, office) and a profit margin on top of material and labor to protect the business.
Codes and the 3-Year Code Cycle
California plumbing work is governed by the California Plumbing Code (CPC), which is Part 5 of Title 24 and is based on the Uniform Plumbing Code (UPC). New editions are adopted on a three-year cycle, so a plumber must work to the edition currently in effect in the jurisdiction.

The CPC is the enforceable plumbing code in California, adopted as Part 5 of Title 24 of the California Code of Regulations.
Based on the UPC
The CPC is derived from the Uniform Plumbing Code published by IAPMO, with California amendments.
3-year cycle
A new edition of the code is adopted every three years; the 2022 CPC was the edition in effect, with the next edition following the cycle.
Local amendments
Cities and counties may adopt stricter local amendments, so always confirm the requirements of the authority having jurisdiction (AHJ).
