Job-Site Safety

Plumbing work exposes crews to some of construction's deadliest hazards: collapsing trenches, toxic and oxygen-poor confined spaces, contaminated water, open flame, and falls. California's Cal/OSHA regulations in Title 8 set enforceable rules to control each of these, and a C-36 contractor is legally responsible for following them. This chapter covers trenching and excavation, confined-space entry, cross-connection public-health protection, hot-work fire safety, personal protective equipment, and ladders and fall protection. Knowing these rules protects lives and keeps a contractor's license and record clean.

Trenching and Excavation

A cubic yard of soil can weigh as much as a small car, and an unprotected trench can collapse without warning and bury a worker in seconds. Cal/OSHA requires that trenches at or beyond a threshold depth use a protective system—sloping, benching, shoring, or a trench box—designed for the soil conditions, and that a trained competent person inspect the excavation for hazards.

A competent person must inspect the excavation, adjacent areas, and protective systems daily and before each shift, and after any event that could increase hazards, with authority to stop work.

Safe means of egress
In trench excavations 4 feet or more in depth, a stairway, ladder, ramp, or other safe means of egress must be located so as to require no more than 25 feet of lateral travel for employees.

Keep spoil back from the edge
Excavated soil and materials must be kept at least two feet back from the trench edge so their weight and rolling do not trigger a collapse.

Permit for deep excavation
A Cal/OSHA excavation permit is required before constructing trenches five feet or deeper into which a person will descend.

Confined Space Entry

Sewers, manholes, sumps, and tanks are permit-required confined spaces where a worker can be overcome by a lack of oxygen, toxic sewer gases like hydrogen sulfide, or an engulfment hazard—often before feeling any warning. Cal/OSHA requires that the atmosphere be tested, that entry be controlled by a permit and an attendant, and that rescue be arranged before anyone goes in.

Test the atmosphere first
Before and during entry into a permit-required confined space, the air must be tested for oxygen level, flammable gases, and toxic contaminants such as hydrogen sulfide and carbon monoxide.

Continuous ventilation
Where testing shows a hazardous atmosphere, mechanical ventilation must be used to make and keep the space safe, and testing continues throughout the entry.

Rescue arranged in advance
Rescue and emergency services capable of a timely response must be identified and available, and retrieval equipment used where it would aid rescue, before entry begins.

Sewer systems and manholes are treated as permit-required confined spaces because of the special risk of toxic gases and unexpected flows.

Cross-Connection and Public-Health Protection

A plumber's most important public-health duty is keeping contaminants out of the potable water supply. A cross-connection is any point where drinkable water could mix with a non-potable source; backflow—driven by back-siphonage or back-pressure—can pull contamination into the clean supply. Air gaps and backflow prevention devices are the barriers that stop this.

A potable water system must never be directly connected to a non-potable source unless protected by an approved air gap or backflow prevention assembly.

Air gap as primary protection
An air gap is the physical vertical separation between a supply outlet and the flood level rim of the receptor, and is the most reliable protection against back-siphonage. Table 603.3.1 sets the minimum: 1 inch where the effective opening is not greater than 1/2 of an inch, 1-1/2 inches up to 3/4 of an inch, 2 inches up to 1 inch, and twice the diameter of the effective opening above that — 1-1/2 inches, 2-1/4 inches, 3 inches, and three times the diameter where sidewalls affect the gap.

Backflow devices match the hazard
The type of backflow preventer must match the degree of hazard, with a reduced-pressure principle assembly required for high-hazard connections.

Test and maintain assemblies
The premise owner or responsible person must have each backflow prevention assembly tested by a certified backflow assembly tester at the time of installation, repair, or relocation, and not less than on an annual schedule thereafter — more often where the Authority Having Jurisdiction requires it.

Hot Work, PPE, Ladders, and Fall Protection

Soldering and torch work bring open flame near combustibles, so fire precautions are mandatory. Personal protective equipment shields the eyes, hands, lungs, and head from the day-to-day hazards of the trade. And because plumbers work on ladders and at heights, Cal/OSHA sets rules for ladder use and fall protection to prevent one of construction's leading causes of death.

Guard against ignition during hot work
Before soldering or torch work, combustibles must be removed or shielded, a fire extinguisher kept nearby, and the area monitored for smoldering after the flame is out.

Eye and face protection
Approved eye and face protection must be worn where there is a risk of flying particles, sparks, or chemical splash, such as cutting, grinding, or working with solvents.

Provide required PPE
The employer must assess job hazards and provide appropriate personal protective equipment—gloves, respirators, hearing protection, and head protection—for the tasks performed.

Use ladders correctly
Portable ladders must be sound, placed on a stable base, secured or held, and extended above a landing, and workers must face the ladder and maintain three points of contact.

Fall protection at height
Approved personal fall arrest, personal fall restraint, or positioning systems must be worn where work exposes an employee to falling in excess of 7 1/2 feet from the perimeter of a structure, unprotected sides and edges, leading edges, shaftways and openings, or roof surfaces steeper than 7:12 — California's threshold, lower than the federal one.
