Decontamination & Emergency Response
Removing contamination and responding well to emergencies protect both workers and the surrounding community. This chapter describes decontamination lines and methods, the elements of an emergency response plan, the Incident Command System, and safe evacuation.
Decontamination Lines and Methods
A decontamination line is a series of stations set up in the contamination reduction zone where workers and equipment are cleaned step by step while exiting. Stations progress from most to least contaminated, so PPE is washed, rinsed, and removed in an order that keeps dirty surfaces away from skin and clean areas. Methods include physical removal (wiping, brushing, rinsing) and, when appropriate, chemical neutralization. A well-run decon line prevents contamination from being carried off site or into the support zone.
The Emergency Response Plan
Every hazardous waste site needs a written emergency response plan that tells workers how to recognize, respond to, and recover from emergencies. It covers evacuation routes and assembly points, alarm and notification methods, assigned responder roles, PPE and equipment, and coordination with outside agencies such as the fire department. The plan is reviewed and rehearsed so people react from practice rather than improvising. Knowing the plan before an incident is what makes a fast, orderly response possible.
Incident Command System
The Incident Command System (ICS) provides a standardized, scalable structure for managing emergencies. A single Incident Commander holds overall accountability and directs resources, while defined roles and clear communication let responders from different agencies work together without confusion. ICS scales from a small spill handled by a few people to a large multi-agency event. Its consistent structure is one reason emergency responses stay coordinated under pressure.
Evacuation and Accountability
When an evacuation alarm sounds, workers leave promptly by pre-planned routes, moving upwind and uphill of a release when possible, and report to a designated assembly point. A headcount at the muster point tells responders whether anyone is missing and may need rescue. Retrieving tools or finishing a task during an evacuation wastes time that can be critical. Regular drills make the correct response automatic.
