Safe Work Practices & Engineering Controls

Good procedures and engineering controls reduce hazards before PPE is ever needed. This chapter covers the buddy system, the three-zone site layout, confined-space precautions, ventilation, and basic spill control that keep hazardous waste work organized and safe.

The Buddy System

Workers in the contaminated area operate in pairs under the buddy system so that each can watch over the other. Buddies check each other's PPE, monitor for signs of exposure or heat stress, and can summon help or begin rescue if a partner is overcome. They stay within sight or communication range at all times. This simple practice provides a crucial second set of eyes in an environment where trouble can develop quickly.

Work Zones

A hazardous waste site is divided into three zones to control the spread of contamination. The exclusion zone (hot zone) is the contaminated area where hazardous work occurs and full PPE is required. The contamination reduction zone (warm zone) surrounds it and holds the decontamination line, and the support zone (cold zone) is the clean area used for command, staging, and rest. Clearly marked boundaries and controlled access points keep contamination from migrating outward.

Confined Spaces and Ventilation

Confined spaces such as tanks, vaults, and trenches can trap hazardous vapors and become oxygen-deficient, making them among the most dangerous places on a site. Before entry, the atmosphere is tested and mechanical ventilation is often used to dilute or remove hazards and maintain safe oxygen levels. Ventilation is an engineering control, which is preferred over relying on PPE alone. Permit-required confined-space entry also demands an attendant outside and a rescue plan ready before anyone enters.

Spill Control Basics

When a spill occurs, the goal is to keep it from spreading and reaching drains, soil, or waterways. Trained workers contain the material with barriers or absorbents chosen to be chemically compatible with the substance. Only those trained and equipped for the specific hazard should respond, and larger or unknown spills trigger the emergency response plan rather than a routine cleanup. Flushing chemicals into a storm drain is never acceptable.
