Safe speed depends on the road, weather, and traffic, not just the number on the sign.
Speed limits
Unless another limit is posted, the general urban speed limit in Hong Kong is widely cited as 50 km/h. Expressways and other roads carry their own posted limits, which you must obey. Confirm current figures with the Transport Department.
Limits are a maximum
A speed limit is the most you may drive in good conditions. Drive more slowly when rain, traffic, fog, or darkness reduce grip or visibility.
Weather and visibility
Wet roads lengthen stopping distances, so slow down and leave a bigger gap. In fog use dipped headlights or fog lights rather than high beam, which reflects back and dazzles you.
