The Arizona Department of Insurance and Financial Institutions and Its Authority
Arizona regulates insurance through the Department of Insurance and Financial Institutions (DIFI), created in 2020 by merging the former Arizona Department of Insurance with the Department of Financial Institutions. DIFI is led by a Director and was formed in 2020 by combining the former Department of Insurance with the Department of Financial Institutions. The regulator has authority to issue, deny, suspend, and revoke licenses, adopt rules, investigate complaints, and enforce the state insurance code. Knowing which body — not a bank or financial-services agency — licenses producers is a common exam point.
License Types and Qualifications
To sell life and health products in Arizona, a producer obtains a resident producer license with the life line of authority and the accident and health (or sickness) line of authority. Applicants generally must be at least 18, complete an application, pass the state licensing examination through the department's testing vendor, submit to a background check (often including fingerprints), and pay the required fee. Any prelicensing course-hour requirement is set by the department; confirm the current rule before scheduling the exam.
Appointments and Continuing Education
Holding a license lets a person act as a producer, but to represent a specific insurer the company must appoint the producer and file that appointment with the department; a producer may hold appointments with several insurers at once. Licenses renew on a set cycle, and Arizona requires approved continuing education — including an ethics component — each renewal period, plus the renewal fee. Letting CE or renewal lapse can cause the license to expire, after which reinstatement rules and penalties may apply. Always verify current CE hour totals with the department.
