Maryland sets strict impaired-driving limits and phases in driving privileges through its Rookie Driver Graduated Licensing System.
Impaired driving limits
A driver age 21 or older is impaired at a blood alcohol concentration (BAC) of 0.08 or higher. Maryland enforces zero tolerance for drivers under 21, who can be penalized at a BAC as low as 0.02.
Implied consent and drugs
By driving in Maryland you consent to a chemical test if lawfully detained for suspected impaired driving, and refusing carries penalties. Illegal drugs, marijuana, and some prescription or over-the-counter medicines can also impair driving and lead to charges.
Rookie Driver Graduated Licensing
New drivers begin with a learner's permit that requires supervised practice with a qualified driver, then earn a provisional license after passing the skills test. During the provisional stage, Maryland limits nighttime driving and restricts young passengers for a set period, and cellphone use is limited for new drivers.
