Rules of the Road & Right of Way
Right-of-way rules decide who goes first so traffic moves safely. Oregon places strong emphasis on protecting pedestrians and bicyclists and on giving room to stopped emergency vehicles.
Intersections and pedestrians
At a four-way stop the driver on the left yields to the driver on the right when arriving together. You must stop and stay stopped for a pedestrian in a crosswalk until they have cleared your lane and the next lane.
Turns and bicyclists
When turning left, yield to oncoming traffic and pedestrians. Treat a bicycle as a vehicle with a right to the lane, and pass only when you can give safe clearance.
Move Over law
When you approach a stopped emergency, tow, or roadside-assistance vehicle showing warning lights, move over a lane if you can, or slow down if you cannot move over safely.
