The Commissioner's Rules (A.A.C. Title 4, Chapter 28)
Area II is 18 of the 177 counted items and follows the rule book's own structure: general requirements, continuing education, advertising, compensation, documents and professional conduct. Several of these rules were amended effective 13 December 2025, long after the 2019 exam outline was written.
Education and examinations
R4-28-401 requires the ninety-hour prelicensure course with a course examination score of at least 75 percent, and allows a waiver of the prelicensure courses except for the twenty-seven-hour Arizona-specific course, which can never be waived. R4-28-402 sets continuing education at twenty-four credit hours with a minimum of three hours in each mandatory category, taken through a school approved under R4-28-404. The mandatory categories are agency law, contract law, requirements for licensees, real estate legal issues, fair housing and the Americans with Disabilities Act, and disclosure.
Advertising and compensation
R4-28-502 requires every advertisement to identify the employing broker's legal or licensed d.b.a. name clearly and prominently, makes the designated broker responsible for all advertising, requires the words 'owner/agent' when a licensee advertises property the licensee owns, bars use of the term 'acre' for anything under 43,560 square feet, and requires the owner's written consent before a sign or online listing goes up. R4-28-503 forbids calling a promotional premium an award or a prize. R4-28-701 requires written disclosure of every employing broker being compensated from the transaction at least three calendar days before closing.
Professional conduct and supervision
R4-28-1101 sets a fiduciary duty to the client and fair dealing with all other parties, requires written disclosure of known adverse material facts and of any conflict before a binding agreement, and bars accepting compensation from or representing more than one party without prior written consent of all. R4-28-1102 restricts contacting a principal represented by another licensee unless that side has been unavailable for twenty-four hours. R4-28-1103 requires written supervision policies, protects a designated broker who immediately reports a licensee's violation, and exempts only the smallest one-office firms from the written-policy requirement.

Who regulates real estate brokers in Arizona?
The Arizona Department of Real Estate (ADRE) licenses brokers and salespersons. ADRE contracts with Pearson VUE to deliver the licensing exams.
What experience do I need before the Arizona broker exam?
A.R.S. § 32-2124(A)(1) requires an original broker applicant to have been an active licensed real estate salesperson or broker for at least three years during the five years immediately preceding application — the statute counts active licensure, not hours worked, so there is no full-time test. The applicant must also complete a 90-classroom-hour broker course at a commissioner-certified school and pass an examination on it (§ 32-2124(C)); the 27-hour Arizona-specific portion of that course cannot be waived. Under § 32-2136 a broker management clinic consists of three courses of three hours each, and an original broker license applicant must attend one before activating the license.
How is the Arizona broker exam structured?
The Arizona broker exam is administered by Pearson VUE with 180 scored questions (plus 15 unscored pretest items) over about 5 hours 15 minutes, and a score of 75% or higher is required to pass.
