EPA's 2016 update removed the requirement that technicians certify they own certified recovery equipment, starting January 1, 2017; 40 CFR §82.162 is now reserved. What remains is simply that the equipment itself must be certified by an EPA-approved testing organization (§82.158) and used to reach the required levels. There is no annual lab retest (a), no DOT registration of a recovery machine (b) (DOT rules cover cylinders), and no yearly ownership form (d).
