Alaska Contractor Registration & the Residential Endorsement
Alaska does not give general contractors a commercial trade exam — it registers them under AS 08.18. The exam that does exist is the Residential Contractor Endorsement, required to work on small residential buildings. Registration under AS 08.18, not a commercial trade exam
Construction contractors in Alaska are regulated by the Department of Commerce, Community & Economic Development (DCCED), Division of Corporations, Business and Professional Licensing. Under AS 08.18, a person must hold a certificate of registration to work as a contractor. Unlike states with a general-contractor trade exam, Alaska's base General Contractor registration is obtained by posting a bond and carrying insurance rather than by passing a general building exam. The one state examination in this system is the Residential Contractor Endorsement exam, which is why PrepPass frames this page around that endorsement rather than a commercial GC test.
Who must hold a Residential Contractor Endorsement (AS 08.18.025)
Under AS 08.18.025, a general contractor may not construct or alter — or bid on, advertise, or publicly represent that it may construct or alter — a privately-owned residential structure of one to four units without a Residential Contractor Endorsement. 'Alteration' is defined as changes with a value greater than 25 percent of the value of the structure being altered, so major remodels are covered while minor repairs generally are not. The endorsement exists because Alaska's climate makes cold-climate building science a genuine competence issue for homes; the exam tests arctic structural and thermal construction techniques.
How the endorsement is earned
AS 08.18.025 sets four steps. First, the applicant must already hold a certificate of registration as a general contractor. Second, the applicant must pass the residential contractor examination (offered at least once a year in each judicial district). Third, the applicant must apply for the endorsement within 12 months after passing the exam. Fourth, within the two years before applying, the applicant must have satisfactorily completed the Alaska Craftsman Home Program (a 16-hour cold-climate course) or an equivalent, or a postsecondary course in arctic engineering. The 16-hour course is mandatory and cannot be waived for experience.
