DOPL and the advisory board
Cosmetology in Utah is licensed by the Division of Professional Licensing (DOPL), part of the Utah Department of Commerce. A Cosmetology and Barber Board advises DOPL on qualifications and standards, but DOPL issues and enforces licenses. Its rules apply statewide.
Credentials and recent consolidation
Utah has been restructuring its hair-profession licensing, moving toward a consolidated cosmetologist/barber credential and adjusting training pathways. Establishments, renewals, and enforcement
The salon or establishment must be licensed and meet sanitation standards in addition to the individual practitioners. Licenses are issued for a set term and must be renewed with DOPL before expiring. Unlicensed practice, out-of-scope work, and sanitation violations can be disciplined.
