The Department of Licensing
Cosmetology, barbering, esthetics, and manicuring in Washington are administered by the Department of Licensing (DOL), advised by a board that helps set standards. DOL issues licenses, adopts rules, and enforces them statewide. This means requirements are uniform across the state rather than set locally.
Credentials and scope
Washington issues distinct credentials, including cosmetologist, barber, esthetician, master esthetician, and manicurist, plus salon/shop and instructor licenses. The master esthetician credential authorizes a broader scope than a standard esthetician. A practitioner must always hold the license that matches the services being performed.
Establishments, renewals, and enforcement
The salon or shop must be licensed and meet sanitation and safety standards, in addition to the individuals inside. Licenses are issued for a set term and must be renewed through DOL before expiring. Unlicensed practice, out-of-scope work, and sanitation violations can be disciplined. Exact hours, fees, and cycles are set by DOL and should be verified there.
