The Colorado Division of Insurance and Its Authority

Colorado's insurance regulator is the Colorado Division of Insurance, led by the Commissioner of Insurance within the Department of Regulatory Agencies (DORA). The regulator issues, denies, suspends, and revokes licenses, adopts rules, investigates complaints, and enforces the state insurance code. A common exam point is knowing that this department — not the DMV, the Secretary of State, or a bank regulator — licenses insurance producers.

License Qualifications and Appointments

To sell P&C products in Colorado, an applicant generally must be at least 18, apply, pass the state licensing exam for the property and casualty lines through the department's testing vendor, complete any required background check, and pay the fee. Holding a license lets a person act as a producer, but to represent a specific insurer that company must appoint the producer and file the appointment with the Colorado Division of Insurance. A producer may hold appointments with several insurers at once.

Continuing Education and Renewal

Resident P&C licenses renew on a set cycle, and Colorado requires approved continuing education each period — including an ethics component — plus the renewal fee. Letting CE or renewal lapse can cause the license to expire, after which reinstatement rules and penalties may apply.
