The second-largest domain (25 of 115 items) is Division 01: the administrative and procedural backbone of a project. This chapter covers MasterFormat organization, submittals, scheduling, safety administration, and closeout.
MasterFormat and submittals
Commercial specifications are organized by the CSI MasterFormat, where Division 01, General Requirements, holds the administrative and procedural provisions that apply project-wide (submittals, temporary facilities, quality control, closeout). Submittals such as shop drawings, product data, and samples let the design team confirm the contractor's proposed materials and fabrication match the design intent before work is built.
Scheduling and safety administration
The critical path method (CPM) identifies the longest chain of dependent activities, which has zero float and sets the earliest completion date; any slip on it delays the whole project. Safety administration includes OSHA's competent-person requirement: a competent person can identify existing and predictable hazards and has the authority to take prompt corrective action, both elements being required.
Substantial completion and closeout
Substantial completion is the milestone at which the owner can occupy and use the project for its intended purpose, even though minor items remain. Those remaining corrections are captured on a punch list, which the contractor completes before final completion and final payment. Closeout also includes delivering warranties, as-builts, and operation and maintenance manuals.
