Before any wire is pulled, a C-10 contractor must read electrical drawings, size the load, and estimate materials and labor accurately. This chapter covers plan reading, permits, dwelling load calculations, and the code-cycle framework that governs all electrical work in California.
Reading Plans, One-Line Diagrams & Symbols
Construction documents communicate a design through a shared visual language. The one-line (single-line) diagram shows power flow from the service through panels to loads using single strokes to represent conductor sets. Floor plans locate devices with standardized symbols, while the panel schedule and legend translate those symbols into real equipment and circuit assignments.
One-line diagram
Represents the electrical distribution system with single lines from service to panelboards, showing overcurrent devices, conductor sizes, and ratings at a glance.
Panel schedule
Lists every circuit in a panelboard with its breaker size, load description, and phase, letting the estimator count home runs and devices.
Symbol legend
Each drawing includes a legend defining receptacle, switch, luminaire, and equipment symbols so field crews install exactly what the designer intended.
Scale and dimensions
Floor plans are drawn to scale; conductor lengths for takeoff and voltage-drop checks are derived from scaled measurements plus vertical rises.
Permits, Plan Review & Inspection
Most electrical installations require a permit from the local Authority Having Jurisdiction (AHJ) before work begins. The AHJ reviews plans for code compliance, then inspects the rough-in and final stages. Only a licensed contractor or the property owner under the owner-builder exemption may pull the permit.

The AHJ enforces the adopted code, approves equipment, and grants the permit; its interpretation governs on disputed points.

Conducted after wiring, boxes, and raceways are installed but before walls are closed, so concealed work can be verified.
Final inspection
Performed after devices, panels, and equipment are complete and energized to confirm the system is safe to place in service.

Sizing a service or feeder begins with a load calculation. Article 220 offers a standard method that sums general lighting, appliance, and special loads with demand factors, and an optional method for dwellings that applies simpler percentages. The result determines the minimum service size and conductor ampacity.
General lighting load
Dwelling general lighting is calculated at 3 volt-amperes per square foot of habitable area based on outside dimensions.

Demand factor concept
A demand factor is the ratio of maximum demand to total connected load; applying it prevents oversizing equipment for loads that never peak together.
Neutral demand
The feeder or service neutral carries only the unbalanced current, so a further demand factor may be applied to the neutral load.

Count every device, box, fitting, and linear foot of conductor and raceway from the plans; add waste factor and overhead to reach material cost.
Labor units
Estimators multiply counted items by standard labor-unit hours, then apply the crew labor rate to project installation cost.
The Code Cycle: NEC & California Electrical Code
The National Electrical Code is revised on a three-year cycle by the NFPA. California adopts and amends it as Part 3 of Title 24, publishing the California Electrical Code (CEC). Contractors must work to the edition currently in effect for their jurisdiction, including any local amendments.
Three-year cycle
NFPA 70 (NEC) is republished every three years; California typically adopts the model code with state-specific amendments after each cycle.
California Electrical Code
The CEC is Part 3 of Title 24 of the California Code of Regulations and is the enforceable electrical code statewide.
Effective edition governs
Work must comply with the code edition in force on the permit date; adopting an older or newer edition is set by the state and AHJ, not the contractor.
Local amendments
Cities and counties may amend the CEC to address local conditions, so the contractor confirms amendments with each AHJ before bidding.
