Safety: Cal/OSHA, Respirators, Heights, Fire, and Waste
Safety is roughly 21 percent of the official CSLB C-33 outline, listed as tool and equipment safety, personnel and job site safety, environmental safety, handling hazardous materials, and Cal/OSHA requirements. Lead, asbestos, and silica were covered in the lead-safe chapter because they attach to preparation work; this chapter covers everything else. All of it sits in Title 8 of the California Code of Regulations, which is where Cal/OSHA's requirements live, and none of it is optional for a licensed contractor with employees.
The Written Programs Every Painting Contractor Needs
Two written programs come first because everything else hangs from them. Every California employer, including a two-person painting contractor, must establish, implement, and maintain an effective written Injury and Illness Prevention Program under Title 8 section 3203, covering the hazards of the work, who is responsible, how hazards are identified and corrected, how injuries are investigated, and how employees are trained. Hazard-specific training is the employer's obligation, not the employee's initiative. The second program is respiratory protection. Before an employer may require employees to wear respirators, Cal/OSHA generally requires a written respiratory protection program, and before an individual worker wears a tight-fitting respirator there is a defined sequence: a medical evaluation to confirm the worker can safely wear one, selection of the right respirator for the specific hazard, training in its use and limitations, and fit testing. Cartridge selection follows the contaminant: organic solvent vapors call for a respirator with organic vapor cartridges, while airborne lead or other particulates call for particulate filters, with P100 the filter class specified for lead dust. A dust mask is not a solvent respirator, and the exam tests that distinction. Cartridges do not last indefinitely, and the employer decides when organic vapor cartridges must be replaced using an established change schedule based on the exposure and the cartridge's capacity, rather than waiting for the worker to smell breakthrough. A worker with a full beard cannot achieve a face seal on a tight-fitting respirator, and the correct resolution is a loose-fitting powered air-purifying or supplied-air respirator, not a waiver.
Ladders, Scaffolds, and Lifts
Painting is work at height more often than not, and the rules are specific. An extension ladder is set at approximately a four-to-one ratio, one foot out from the base for every four feet of working length, extended above the landing surface when used to reach a roof, and secured so it cannot slip. Every ladder carries a duty rating, and that rating must cover the combined weight of the worker, the tools, and the material being carried, which is a real constraint for a painter carrying a five-gallon bucket. The top cap of a stepladder is not a designed standing surface and standing on it is prohibited. Near energized overhead conductors, maintain the required clearance and use nonconductive equipment; an aluminum extension ladder near a service drop is a fatality mechanism, which is why fiberglass is standard on exterior work. Supported scaffolds must be fully planked, have guardrails where required, and stand on level, adequate footing, and they must be inspected before each work shift by a competent person designated by the employer. Guardrails are provided along unprotected open sides, edges, and ends of scaffolds and elevated platforms at 7.5 feet or more above the level below, and California requires personal fall arrest, restraint, or positioning systems where work exposes an employee to a fall of more than 7.5 feet from unprotected sides and edges under Title 8 section 1670. That trigger height is lower than the federal construction standard, which is why California-specific training matters. Powered platforms differ from one another. On a scissor lift, the fall protection is the platform's own guardrail system, used with the gate closed and the worker standing inside on the platform floor. On a boom-supported aerial lift, the boom can throw an occupant out of the basket, so a body harness anchored to the platform's designated anchor point is required in addition to the rails. If an owner asks the crew to remove scaffold guardrails so the wall behind them can be painted, the correct answer is to keep the protection in place and reach that surface another way.
Spray Equipment Injuries and Static
An airless sprayer generates fluid pressure high enough to inject material through intact skin, and that is the most serious injury in the painting trade because it does not look serious. When a painter's hand is struck by the stream while clearing a tip and there is only a small mark on the skin, the correct response is to treat it as a surgical emergency and go to a hospital immediately, taking the paint's product information and safety data sheet along so the surgeon knows what was injected. Delay causes tissue death and amputations. The tip guard on an airless gun is required equipment rather than an accessory precisely because it keeps the operator's body away from that stream. The procedure before removing or clearing a tip is fixed: engage the trigger lock, shut off the pump, and run the pressure relief procedure to bleed the hose, and only then work on the gun. Static electricity is the second equipment hazard. Flowing solvent through hoses and out of a gun builds a static charge, and in a solvent-vapor atmosphere that charge is an ignition source. That is why equipment and the workpiece are bonded and grounded when spraying a solvent-borne coating inside a steel tank, and why a painter pouring solvent from a five-gallon can into a smaller metal container bonds the two containers together and grounds the dispensing can, so no potential difference can build between them. Entering that tank at all is confined space work: atmospheric testing, ventilation, a permit, and an attendant are required before entry, and testing covers oxygen content, flammable gases, and toxic contaminants.
Fire, Flammable Liquids, and Chemical Hazards
Solvent-borne coatings and their thinners are flammable liquids, and both the liquid and its vapor burn. When using a solvent-based coating in an enclosed room, the primary control is ventilation combined with removing ignition sources, and an extinguisher rated for flammable liquids must be readily available wherever solvent-borne coatings are used, because atomized paint and vapor are flammable. Flammable solvents and solvent-borne coatings are stored on a jobsite trailer in a listed flammable liquid storage cabinet, away from ignition sources. Solvent-soaked rags are a spontaneous combustion hazard: oxidizing oils generate heat, and a pile of rags insulates that heat until it ignites, so rags go into a closed metal container until disposal. Two chemical hazards deserve specific naming. A two-component polyurethane coating sprayed indoors releases isocyanates, which are respiratory sensitizers, meaning that once a worker is sensitized even very low future exposures can trigger a severe reaction, so the controls must be driven by that hazard rather than by odor. And a chemical stripper containing a highly volatile chlorinated solvent used in a small bathroom concentrates vapor in a space with almost no air exchange; the correct approach is to choose a lower-hazard product or provide the ventilation and protection the safety data sheet specifies. The safety data sheet is the first place a painter looks for the specific hazards and protective measures of any coating or solvent, and the personal protective equipment a product requires is found in its exposure control and personal protection sections. Basic personal protective equipment for spraying overhead is eye and respiratory protection plus coveralls. Electrically, extension cords and a spray pump run from a temporary panel on a residential jobsite require ground-fault circuit interrupter protection, and an extension cord found with a missing ground pin is removed from service until it is repaired or replaced.
Heat Illness, Waste, and Reporting
A painting crew working an exterior in the Central Valley in August is squarely inside Cal/OSHA's heat illness prevention standard, Title 8 section 3395, which requires the employer to provide drinking water, access to shade, rest breaks, training, and an emergency response plan for outdoor workers. Environmental duties extend past the crew. Brush and roller rinse water on a residential jobsite goes into a contained system or to the sanitary sewer where local rules allow, never into the street, a gutter, or a storm drain, because storm drains discharge to waterways without treatment. Leftover paint and empty containers are disposed of according to hazardous waste and local regulations rather than into the customer's trash, and leftover solvent-borne coating and used thinner are handled as hazardous waste, stored properly and taken to an authorized facility. On a pre-1978 exterior scrape and repaint, contained debris and sheeting have specific handling requirements and belong in the estimate as a real cost. Finally, reporting. When a worker suffers an injury on a painting job that requires inpatient hospitalization, the employer must report it to Cal/OSHA immediately, within the short window the regulation allows, and that duty does not depend on fault. A painting contractor who hires two employees for the first time takes on workers compensation coverage as an insurance obligation, and proof of that coverage is filed with CSLB, because operating with employees and without coverage puts the license itself at risk.
