How to use this chapter. Everything before this point is national content. This chapter is the other half of your exam: the Nevada-specific portion, drawn from the Nevada Revised Statutes (NRS) Title 57 and the Nevada Administrative Code (NAC). It is where most repeat test-takers lose their attempt — and it is finite, rule-based, and highly repetitive. Learn the structure first, then the numbers.
A word about numbers. Nevada's rules are stable; the numbers attached to them are not. Fees, CE hours, license terms, filing windows, guaranty caps, and free-look days are set by statute, regulation, or Division bulletin and change between legislative sessions. Most figures in this chapter now carry an inline citation naming the statute or regulation they were read from and the date it was read — for example (NRS 683A.261; checked 2026-09-05). Two figures could not be pinned to a primary source; each of those still carries a bracketed Verify flag naming the exact thing to ask the Division. That flag is never about whether a rule exists — it exists, and is stated affirmatively — only about the number. Nevada's Legislature sits in odd-numbered years and the Division amends its regulations between sessions, so before you rely on any figure professionally, re-read the current NRS or NAC section and check the Division's bulletins at doi.nv.gov.
1. The Nevada Division of Insurance and the Commissioner
Nevada regulates insurance through the Division of Insurance, a division of the Nevada Department of Business and Industry, headed by the Commissioner of Insurance — the Division's chief officer (NRS 679B.020). Nevada uses Commissioner, not Director or Superintendent; expect that word throughout the exam. The office is appointed, requires relevant insurance experience (NRS 679B.030), and may act through a deputy or acting Commissioner (NRS 679B.080).
General powers (NRS 679B.120). Supervise the Division, enforce the Insurance Code, conduct examinations and investigations, and act against violators. Related authority:
- Rulemaking (NRS 679B.130) — the source of the NAC chapters cited here: NAC 683A (licensing), NAC 686A (replacement, advertising), NAC 687B (Medicare supplement, long-term care), NAC 688A (annuity suitability).
- Orders (NRS 679B.140) — effective only if written, signed, and stating purpose and grounds.
- Cooperation (NRS 679B.122) — information sharing with other regulators without waiving privilege.
- Market conduct (NRS 679B.125) — the Commissioner watches the business of insurance to ensure it is carried on by qualified persons using suitable methods. That sentence is the doctrinal root of most producer discipline.
Examinations. The Commissioner examines each authorized insurer not less frequently than every 5 years, and may examine as often as he or she deems advisable (NRS 679B.230(1); checked 2026-09-05). The authority also reaches holding companies, producers, managing general agents, promoters, and independent review organizations (NRS 679B.240). Examinations must be conducted fairly; the examiner may administer oaths and compel access to books and records (NRS 679B.250). Learn the sequence and its clock: examine → verified report filed → copy delivered to the examinee, who gets 10 days (or longer for good cause) to review and file a written submission or rebuttal → the Commissioner enters an order within 30 days after that period ends → the report is filed for public inspection within 30 days (NRS 679B.270, .280(1)-(2), .282(2); checked 2026-09-05). Refusing examination is itself grounds for action.
Hearings and enforcement. The Commissioner may hold a hearing on the Commissioner's own motion or on written request of an aggrieved person, who must apply within 60 days after learning of the act complained of; the hearing is then held within 60 days of the application (NRS 679B.310(2)-(4); checked 2026-09-05). Written notice of the hearing must be given not less than 20 days in advance and must state the date, time, place, and the matters to be considered (NRS 679B.320(1); checked 2026-09-05). The Commissioner may subpoena witnesses, compel attendance, administer oaths, and require documents (NRS 679B.340), and must make a written order on hearing within 30 days after the hearing terminates (NRS 679B.360(2); checked 2026-09-05). Recent change: since 2023 the Commissioner must also issue a final order in a contested case within 45 days after the close of the hearing (NRS 679B.310(6), added by ch. 2023, 2619; checked 2026-09-05). A person aggrieved may petition for judicial review in the district court under NRS Chapter 233B (NRS 679B.370).
Sanctions against a producer include denial, suspension, revocation, or refusal to renew a license plus, in addition to or in lieu of those, an administrative fine of not less than $25 nor more than $500 for each violation or act; the order must set a payment date 15 to 30 days out, and non-payment means immediate revocation (NRS 683A.451; NRS 683A.461(3); checked 2026-09-05). Under the trade-practices article the Commissioner may also issue cease and desist orders with monetary penalties: up to $5,000 per act or violation generally, but not more than $500 per act or violation for licensed agents, brokers, solicitors and adjusters — the lower producer ceiling is the tested point — and up to $5,000 for each violation of the cease and desist order itself (NRS 686A.183(1)(a), 686A.187; checked 2026-09-05).
Fraud. Nevada treats insurance fraud as a crime. NRS 686A.281-.295 define it, require reporting of suspected fraud, and grant immunity for good-faith reports. Insurance fraud is a category D felony (NRS 686A.291; checked 2026-09-05), which carries 1 to 4 years in state prison and a fine of up to $5,000 (NRS 193.130(2)(d); checked 2026-09-05); a court may additionally order the costs of investigation and prosecution (NRS 686A.292). The Commissioner must investigate suspected fraudulent claims and cooperate with the Attorney General and law enforcement (NRS 679B.640, .660). Producer takeaway: you have an affirmative duty to report suspected fraud, and good-faith reporting is protected.
2. Producer licensing
Who must be licensed
No person may sell, solicit, or negotiate insurance in Nevada without a producer license (NRS 683A.201; "producer of insurance" defined at NRS 679A.117). The three verbs are tested: sell = exchange a contract on behalf of an insurer for money; solicit = attempt to sell or urge application for a particular kind of insurance from a particular insurer; negotiate = confer with or advise a purchaser about the benefits, terms, or coverage of a specific contract.
Separate licenses exist for insurance consultants (NRS 683C), administrators/TPAs (NRS 683A.025 et seq.), prepaid funeral contract agents (NRS 689.225), reinsurance intermediaries (NRS 681A.420), limited lines producers, and exchange enrollment facilitators on the state marketplace (NRS 695J).
Resident license requirements
- Apply on the Commissioner's prescribed form, electronically through the Division's vendor system (NRS 683A.251).
- Pass the Nevada producer examination for each line of authority sought (NRS 683A.241). The exam must have been passed within 1 year immediately preceding the date of application, and the passing score is 70 (NAC 683A.270; checked 2026-09-05). The Division's testing vendor is Pearson VUE; the exam fee is $47 for a combined Life and Health exam and $37 for a single-line exam (Nevada Division of Insurance, Individual Producers page; Pearson VUE, Nevada Insurance Licensing Candidate Handbook, Oct. 2024; both checked 2026-09-05).
- Submit fingerprints for a state and FBI criminal history check (NRS 683A.251), at the applicant's cost.
- Pay the license fee — $125 for the application and license (NRS 680B.010(5)(a)) plus the $60 initial fee for the Fund for Insurance Administration and Enforcement (NRS 680C.110(4)(d)), which is why the Division states a $185 state licensing fee (Nevada Division of Insurance, Individual Producers page; all checked 2026-09-05). Vendor transaction fees are charged on top. You must also have attained the age of 18, have committed no act that is a ground for refusal, and have paid all applicable fees (NRS 683A.251(1); checked 2026-09-05).
Pre-licensing education. Nevada does not mandate pre-licensing education for the standard producer lines. The Division states plainly: "While prelicensing education is not required, individuals may choose to prepare for their licensing exam by taking a course of education in the fields of insurance for which they apply" (Nevada Division of Insurance, Individual Producers page; checked 2026-09-05). If you do take a course, the regulations still prescribe its shape: an approved course runs at least 5 hours on Title 57 and its regulations plus 15 hours for life, 15 hours for accident and health, or 35 hours for a life-and-health combination, and may not teach exam-taking or selling techniques (NAC 683A.190, 683A.221; checked 2026-09-05). Specialty lines carry their own training mandates (Section 7).
Appointment
Nevada is an appointment state, and the Division states that "[i]nsurer appointments are required by NRS 683A.321 for individual and business entity producers acting in this state," at a $15 fee per insurer, renewed annually (Nevada Division of Insurance, Appointments and Terminations page; NRS 680B.010(5)(b); checked 2026-09-05). Read the statute carefully, because it is narrower than the slogan: a producer "shall not act as an agent unless he or she is appointed as an agent by the insurer," and "[a] producer who is not acting as an agent is a broker who does not need to be appointed" (NRS 683A.321(1); checked 2026-09-05). For your lines this matters: the statute's requirement that a broker place business through a licensed agent expressly excludes life insurance, health insurance and annuity contracts (NRS 683A.321(5); checked 2026-09-05).
Mechanics and deadlines:
- Filing an appointment. The insurer files a notice of appointment within 15 days after the contract is executed or the first application for insurance is submitted; the Commissioner then determines eligibility within 30 days (NRS 683A.321(2)-(3); checked 2026-09-05).
- Terminating one. The insurer must notify the Commissioner within 30 days after the effective date of the termination, and must mail a copy of that notification to the producer within 15 days after notifying the Commissioner — by certified mail or overnight carrier if the termination was for a cause described in NRS 683A.451. The producer then has 30 days to file written comments, which become part of the Commissioner's file (NRS 683A.331(1), (3)-(4); checked 2026-09-05).
Two traps: a license and an appointment are different — you can hold a license with no appointments — and losing all appointments does not terminate the license.
Term, renewal, and CE
A license stays in effect unless revoked, suspended, or terminated, so long as the licensee timely requests renewal, pays all fees, and satisfies the education requirement by the renewal date on the license (NRS 683A.261(2)). Nevada uses a three-year term: the first renewal date is the last day of the month 3 years after the month the Commissioner issued the license, and each renewal thereafter runs 3 years from the last renewal (NRS 683A.261(10); checked 2026-09-05). The fee statute matches, listing a $125 triennial renewal plus the $60 triennial administration fee (NRS 680B.010(5)(c); NRS 680C.110(4)(d); checked 2026-09-05).
Continuing education is required each term, in approved courses related to the lines held, including a mandatory ethics component. The requirement is 30 hours of approved continuing education within the 3-year period before the date of renewal, of which 3 hours must be in the subject of ethics, and all of which must relate to the lines the licensee holds (NAC 683A.330(1); checked 2026-09-05). The Division's licensing page states the same rule (Nevada Division of Insurance, Individual Producers page; checked 2026-09-05). Mechanics: complete before expiration; use only Commissioner-approved providers and keep certificates. Two named exemptions exist, and you certify them by affidavit: holding and maintaining a CPCU, CLU, CIC, CFP or ChFC designation, or having 20 years of continuous experience with your primary income earned in the business of insurance (NAC 683A.330(2)-(3); checked 2026-09-05). Specialty mandates layer on top (the 4-credit annuity training in Section 7, long-term care partnership training).
Late renewal. A producer may still submit a renewal request within 30 days after the renewal date by complying with the renewal provisions and paying, on top of the renewal fee, a penalty of 50 percent of all applicable renewal fees (the NRS 680C.110 fee is excluded from the penalty calculation) (NRS 683A.261(3); checked 2026-09-05). If no request arrives by that 30th day, the license expires (NRS 683A.261(4)). Correction to a common belief: expiry does not immediately force re-testing. A natural person may reinstate within 12 months after the renewal date without passing a written examination by completing all applicable CE and paying a penalty of twice all applicable renewal fees (NRS 683A.261(6); checked 2026-09-05). Only after that 12-month window is a fresh application — and potentially a fresh exam — required. Military service, extended medical disability, or other extenuating circumstances support a request to waive the time limit and any penalty (NRS 683A.261(7)).
Temporary and nonresident licenses
Temporary (NRS 683A.311). The Commissioner may issue a temporary license without examination, for 180 days or less, where it is necessary to carry on the business of insurance: to the surviving spouse, personal representative, or guardian of a producer who dies or becomes incompetent or incapacitated, to allow time to sell the business, await the producer's recovery or return, or train and license new personnel; to a member or employee of a licensed business organization on the death or disability of its designated natural person; to the designee of a producer entering active service in the Armed Forces; and in any other circumstance where the Commissioner believes the public interest is best served. It may be renewed for one additional period of 180 days on a written request the Commissioner approves, may be limited or revoked by order, and expires when the business is disposed of (NRS 683A.311(1)-(3), as amended 2023; checked 2026-09-05). The fee is $10 (NRS 680B.010(5)(d); checked 2026-09-05).
Nonresident (NRS 683A.271). Nevada participates in reciprocity: a producer currently licensed as a resident and in good standing in their home state must be issued a Nevada nonresident license without retaking the Nevada exam, on the proper request, payment of all applicable fees, submission of the home-state or uniform application, a reciprocating home state, and a maintained email address (NRS 683A.271(1); checked 2026-09-05). Two details worth knowing: the fee schedule sets no separate nonresident price — the same $125 plus $60 applies (NRS 680B.010(5)(a); NRS 680C.110(4)(d)) — and the fingerprint and FBI background requirement is imposed only on "a natural person who is a resident of this State," so Nevada does not fingerprint nonresident applicants (NRS 683A.251(3); checked 2026-09-05). The Nevada license depends on the home-state license; a nonresident who moves to a new state files a change of address and a certification from the new home state within 30 days, with no fee or new application (NRS 683A.271(3); checked 2026-09-05).
Every licensee must inform the Commissioner of a change of business, residence, or email address within 30 days, on pain of revocation without a hearing if the Commissioner cannot find them, and may use only a true or properly filed fictitious name (NRS 683A.261(9), 683A.301; checked 2026-09-05).
Grounds for denial, suspension, revocation, refusal to renew (NRS 683A.451)
Materially untrue information in the application; violating any insurance law, regulation, subpoena, or order of this or another state's commissioner; obtaining a license by misrepresentation or fraud; improperly withholding, misappropriating, or converting money or property received in the business; intentionally misrepresenting the terms of an actual or proposed contract; conviction of a felony (or a misdemeanor involving moral turpitude); committing any unfair trade practice or fraud; fraudulent, coercive, or dishonest practices, or incompetence, untrustworthiness, or financial irresponsibility; having a license denied, suspended, or revoked in another state; forging a signature on an application or document; cheating on a licensing exam; knowingly accepting business from an unlicensed person; and failure to comply with a child-support order or to pay state taxes.
A licensee must report to the Commissioner any administrative action taken against them in another jurisdiction or by another Nevada agency within 30 days after the final disposition, and any criminal prosecution in any jurisdiction within 30 days after the initial pretrial hearing, in each case with the complaint, the order, and other relevant legal documents (NRS 683A.341; checked 2026-09-05). Surrendering a license does not end an investigation: the Commissioner "retains the authority to enforce the provisions of, and impose any penalty or pursue any remedy authorized by, this title" against a person under investigation "even if the license or registration of the person has been surrendered or has lapsed by operation of law" (NRS 683A.461(4); checked 2026-09-05). Correction: earlier printings cited NRS 683A.490 for that rule; NRS 683A.490 is the separate provision letting the Commissioner refer a violation to the district attorney and making any violation of Chapter 683A a misdemeanor (NRS 683A.490; checked 2026-09-05).
