TEA weights Domain II at about 13%. Competency 005 covers a safe, fair, affirming climate and the physical environment; Competency 006 covers routines, time, groups, volunteers and paraprofessionals, and managing behavior. Climate and the physical room
Build respect, enthusiasm and high expectations for all; address emotional needs and protect students' dignity. Arrange furniture for the activity, keep every student visible and every area accessible, and act on bullying, including cyberbullying.
Routines, time and groups
Teach routines and transitions like content: explain, model, practice, reinforce. Protect instructional time with warm-ups and signals. Structure cooperative groups with roles and individual accountability, and plan and monitor the work of volunteers and paraprofessionals.
Managing behavior within Texas law
Identify what prompts and reinforces a behavior, adjust the environment, teach replacement skills, and involve families and colleagues. Texas law lets a teacher remove a student for a single incident of listed behavior (HB 6, 2025), requires district phone policies (HB 1481, 2025), bans seclusion, and defines time-out as an unlocked setting with an unblocked exit.
