Hauling liquids in bulk is different from hauling any other kind of cargo. The load can move, shift, and surge inside the tank, and it rides high off the ground. This chapter explains liquid surge, the difference between baffled and smooth bore tanks, how much you can load based on expansion, weight, and legal limits, and why a tank vehicle's high center of gravity makes stability a constant concern.
Understanding Liquid Surge
Liquid surge is the wave action of liquid inside a partially filled tank. When you change speed or direction, the liquid moves and creates forces that can strongly affect how the vehicle handles. Because the liquid keeps moving after the vehicle slows, surge can push the truck forward, backward, or side to side and even take control of it if you are not prepared.
Surge is strongest in partial loads
A partially filled tank leaves room for the liquid to move, producing powerful surge that a completely full tank does not have.
Forward surge affects stopping
When you brake, the liquid surges forward and can push a stopped vehicle ahead, sometimes into an intersection.
Side-to-side surge threatens stability
During lane changes and curves, the liquid moves side to side and can add enough force to roll the vehicle over.
Anticipate surge at every speed change
Brake early, accelerate gently, and leave extra following distance so the surging liquid never controls the vehicle.
Baffled vs. Smooth Bore Tanks
Tanks are built differently depending on the cargo. Baffled tanks have bulkheads with holes that slow the flow of liquid, while smooth bore (unbaffled) tanks have nothing inside to control it. Knowing which type you are driving tells you how much surge to expect and how carefully you must handle speed changes.

Outage and Liquid Expansion
Liquids expand as they warm during transport, so you can never load a tank completely full. The empty space you leave for expansion is called outage. Different liquids expand by different amounts, so each requires its own amount of outage to keep the tank from over-pressurizing or rupturing.

High Center of Gravity and Rollover Risk
Tank vehicles carry much of their weight high off the road, giving them a high center of gravity. Combined with liquid surge, this makes them top-heavy and prone to rollover. Managing both hazards through smooth, slow driving is central to operating a tanker safely.
