Chapter 1 — Planning & Estimating

A general building contractor is paid to turn a set of documents into a finished building, on budget, in sequence, and in compliance with the code. Before a single board is cut, that job is won or lost on paper: reading the drawings correctly, taking off quantities without error, pricing the full scope, and coordinating the trades so nobody waits and nothing is built twice. This chapter is the smallest by exam weight but the one that most separates a contractor from a tradesperson. Its math questions are also the surest points on the test — every one can be checked by hand. Get the estimating formulas cold and bank them.

Plans, Specifications, and Shop Drawings

A complete construction-document set speaks in three voices, and you must know which voice wins when they disagree.

The drawings (the plans) tell you what is built and where — geometry, dimensions, locations, and quantities you can scale or count. The specifications tell you the quality — the materials, standards, workmanship, and products, spelled out in words the drawings cannot hold. And the shop drawings are the fabricator's detailed version of a specific component — the truss layout from the truss plant, the cabinet elevations from the millwork shop, the rebar bending schedule from the steel supplier — prepared after the contract to show exactly how that piece will be made and installed. Shop drawings are reviewed by the design professional but they do not supersede the contract documents; they show conformance to them.

When the documents conflict — and on a real project they always do somewhere — you do not guess and you do not simply build the cheapest interpretation. There is an order of precedence, usually stated in the specifications or the general conditions, and the universal rule of thumb is that specific governs over general and written/specification language generally governs over the drawings for matters of quality, while figured (written) dimensions govern over scaled dimensions on the drawings themselves. When a genuine conflict remains, you resolve it in writing with a Request for Information (RFI) before you build. The exam rewards the answer that says ask and document, and punishes the answers that say assume, guess, or pick the cheaper option.

Reading a scaled drawing correctly is the foundation of every takeoff. An architectural scale such as 1/4" = 1'-0" means each quarter-inch on paper equals one foot of building; an engineer's scale divides the inch into tens. Never scale a drawing to get a dimension that is written elsewhere — printing and copying distort paper, so a figured dimension always beats a scaled one. You must also read the standard symbols and abbreviations: section cuts and their reference bubbles, door and window tags keyed to schedules, north arrows, grid lines, and material hatching. A door "schedule" and a window "schedule" are tables that carry the quality information the plan view cannot.

Cost Estimating and Takeoffs

An estimate is only as good as the takeoff behind it. A takeoff is the disciplined, line-by-line counting and measuring of every material and labor item shown or implied in the documents. You measure in the drawing's units, then convert raw dimensions into the units you actually buy in — concrete in cubic yards, framing lumber in board feet, roofing and drywall in "squares" or sheets — and only then apply waste, labor, equipment, overhead, and profit.

Memorize these conversions; the exam tests them directly and they are pure arithmetic you cannot get wrong if you are careful:

  • Concrete volume = length × width × thickness, all in feet, gives cubic feet; divide by 27 to get cubic yards (there are 27 cubic feet in a cubic yard, because 3 × 3 × 3 = 27). Concrete is ordered in cubic yards.
  • Cylinder (pier/column) volume = π × r² × height, with r = radius = half the diameter. The single most common error is using the diameter where the radius belongs — that quadruples the answer.
  • Board feet = (nominal thickness in inches × nominal width in inches × length in feet) ÷ 12. One board foot is the volume of a 1" × 12" × 1' board. Use the nominal size (a "2×10" figures as 2 × 10), not the dressed actual size.
  • A "square" of roofing or siding = 100 square feet. Roofing is estimated and often sold by the square.
  • Area of a rectangle = length × width; perimeter = 2 × (length + width); wall area for paint = perimeter × wall height (then subtract openings if the question tells you to).
  • Waste/coverage: add a waste allowance (commonly 5–10% for many materials, more for tile, cut-heavy roofs, or complex geometry) after the net takeoff, and always round up to whole purchase units — you cannot buy 6.2 sheets of plywood.

The discipline that prevents the most costly misses is a systematic takeoff: work in one consistent order (by system, by floor, by drawing sheet), highlight or check off each item as you count it so nothing is double-counted or skipped, and keep your unit conversions explicit on the page so a checker can follow them.

Scope and Code Compliance

The estimate must price the full scope shown and implied — not just the lines drawn, but the work those lines require to be legal and complete. A slab implies a vapor barrier, formwork, and reinforcement even if the plan note is terse. A bathroom remodel implies permits, GFCI protection, and possibly accessibility upgrades. Missing a single permit-triggering item, an accessibility requirement, or a code-driven upgrade can erase the profit on the whole job, because you will build it anyway once the inspector requires it — just now for free.

Before bidding, the contractor confirms which codes and which local amendments govern the project. California adopts the Title 24 codes statewide on a fixed cycle, but cities and counties routinely adopt local amendments — stricter fire zones, seismic retrofits, grading and stormwater ordinances, snow or wind loads, or reach codes. The bid must reflect the version that the local building department will actually enforce, and it must state its assumptions and exclusions so that scope you did not price is clearly not your obligation.

Field Inspection

Building-department inspections happen at defined stages, and the iron rule is that work covered before it is inspected may have to be uncovered — at the contractor's expense. The typical residential sequence runs: setback/property-line and foundation/footing inspection before the pour (forms, rebar, and setbacks with the concrete truck waiting); underground utilities before backfill; rough framing, electrical, plumbing, and mechanical after they are in place but before insulation and drywall close the walls; insulation; drywall/lath nailing before finish; and a final inspection before occupancy. Scheduling the trades around this sequence — so the framer, plumber, electrician, and HVAC installer are all "rough" and signed off before insulation — is exactly the coordination a general building contractor is paid to perform.

Beyond the official inspections, the contractor runs continuous quality control so defects are caught while they are still cheap. A defect found at rough-in costs a note; the same defect found after the tile is set costs a demolition. The exam frames this as catch it early, and never cover inspectable work you have not had inspected.

Project Coordination and the Critical Path

Coordination is the general building contractor's core value: putting the right trade in the right place at the right time with the materials and information it needs. The contractor sequences the schedule, protects the critical path — the chain of activities that directly determines the project's finish date, where any delay delays the whole job — and resolves conflicts between trades before they collide in the field (the plumber's drain line and the structural beam wanting the same six inches). Float, or slack, is the time a non-critical activity can slip without moving the finish; critical-path activities have zero float. Good coordination is largely how a general contractor earns the fee over a collection of specialty subs who each see only their own scope.

Change Orders and RFIs

No project runs exactly as drawn. Two documents keep the contractor solvent and out of court:

A Request for Information (RFI) is how you ask — in writing — when the documents are missing, unclear, or contradictory. It creates a record, gets an authoritative answer from the design team, and protects you from building the wrong thing on a verbal.

A Change Order is how the contract is formally amended when the scope, price, or schedule changes. The cardinal rule: get the change order signed before you do the changed work. Extra work performed on a handshake, or on a verbal "just do it, we'll settle up later," is how contractors lose money and end up in disputes — the memory of the promise fades exactly as fast as the invoice grows. The exam's correct answer is always capture it in a written, signed change order before proceeding.

Key numbers & facts — Planning & Estimating

  • 27 cubic feet = 1 cubic yard (3×3×3). Concrete: L×W×T in feet ÷ 27 = cubic yards.
  • Cylinder volume = π × radius² × height. Radius = half the diameter. (Using the diameter as the radius overstates by 4×.)
  • Board feet = (nominal T″ × nominal W″ × length ft) ÷ 12. Use nominal size.
  • 1 square = 100 sq ft (roofing, siding).
  • Rectangle area = L × W; perimeter = 2(L+W); gross wall area = perimeter × height.
  • Waste allowance is added after net takeoff; round up to whole purchase units.
  • Order of precedence: specific over general; figured (written) dimensions over scaled dimensions; resolve remaining conflicts by RFI, in writing, before building.
  • Never cover inspectable work before its inspection — you may have to reopen it at your own cost.
  • Change order signed BEFORE the changed work proceeds. RFI in writing for unclear documents.
  • Critical path = the activity chain that sets the finish date; its activities have zero float.
  • Guard required where a walking surface is more than 30 inches above the floor/grade below (CRC) — a common plan-review catch. [verify — current CRC edition/local amendment]

Worked example — Concrete for a slab, in cubic yards

You are pouring a garage slab 24 ft × 20 ft at a 4-inch thickness. How many cubic yards of concrete do you order, before waste?

Work in feet. Four inches = 4 ÷ 12 = 0.333 ft.

Volume = 24 × 20 × 0.333 = 160 cubic feet.

Convert to cubic yards: 160 ÷ 27 = 5.93 cubic yards.

Concrete is ordered whole (and you never want to run short mid-pour), so you order 6 cubic yards — in practice plus a small waste/spillage allowance, and confirm the truck's minimum. The distractors write themselves: 160 (stopped at cubic feet and never divided by 27), 71.1 (left the thickness as "4" instead of 0.333 ft: 24 × 20 × 4 ÷ 27), and 1.98 (divided by 27, then divided by 3 again for good measure). Convert the thickness to feet first; divide by 27 last.

Worked example — Board feet for a lumber order

You need 18 pieces of 2×8 douglas fir, each 16 ft long. What is the total board footage?

Per piece = (2 × 8 × 16) ÷ 12 = 256 ÷ 12 = 21.33 board feet.

Total = 21.33 × 18 = 384 board feet.

Trap check: forgetting the ÷12 gives 4,608 (absurd); using the actual dressed size (1.5 × 7.25) instead of nominal understates the order and is wrong for estimating — lumber is priced by nominal board feet.

Named exam traps — Planning & Estimating

  • Diameter used as radius. In π r² h, the radius is half the diameter. If you plug in the full diameter, your pier volume is four times too big. Read the question for "diameter" vs. "radius" every time.
  • Forgetting to divide by 27 (concrete) or by 12 (board feet). The raw product is in cubic feet or board-inches; the unit you buy needs the conversion. Distractors are usually the un-converted number and the number converted by the wrong factor.
  • Scaling a drawing when a figured dimension exists. Figured (written) dimensions always beat scaled ones — paper distorts. The "measure it with your scale" answer is a trap when a number is printed.
  • "Just build it, settle up later." Any answer that proceeds with changed or extra work without a signed change order is wrong. Get it in writing first.
  • Guessing at a document conflict. When plans and specs disagree, the correct action is an RFI and the order of precedence — never "assume," "pick the cheaper," or "let the sub decide."
  • Covering work before inspection. Backfilling, insulating, or drywalling over uninspected rough work is the trap answer; the right answer waits for the inspection.
  • Rounding down or forgetting waste. You cannot buy 6.2 sheets or run 5.9 yards of concrete into a form that needs 6. Round up to whole units and add the stated waste allowance.
