The CPC requires a cleanout at or near the base (foot) of each vertical soil or waste stack, where solids tend to accumulate as flow turns horizontal. Placing one only at the top or on alternating floors would leave the critical base of the stack inaccessible for rodding. New pipe still requires cleanouts.
