Section 3203(a)(7) lists six occasions for training: when the program is first established, to all new employees, to employees given new assignments for which training has not been received, when new substances, processes, procedures or equipment introduce a new hazard, when the employer is made aware of a new or previously unrecognised hazard, and for supervisors. Options (a), (b) and (d) are three of those - (a)(7)(C), (D) and (A). Return-to-work retraining after an injury is not among them. It is sound practice and many workers' compensation carriers ask for it, which is exactly why it reads like a rule, but section 3203 does not impose it.
