Section 1920(a) makes the employer responsible for developing a fire protection programme to be followed throughout ALL phases of the construction work, with no delay in providing equipment as fire hazards arise; (b) requires safe unobstructed access to that equipment at all times, (c) requires it to be conspicuously located or its location conspicuously marked, and (d) requires it to be kept in operating condition with defective equipment immediately replaced. Option (b) postpones the programme until there is something to burn, when the standard covers every phase. Option (c) is section 1921, the separate water supply article, which supplements the programme rather than replacing it. And the duty is the employer's: an owner handing out extinguishers does not discharge it.
