Section 3203(a)(1) is the first element: identify the person or persons with authority and responsibility for implementing the programme. The Division looks for a name, because the point of the element is accountability - a programme nobody owns is a programme nobody runs. The other three are genuine elements of the same programme doing other jobs: (a)(3) is the communication element, which moves safety information to employees in a form they understand and invites hazard reports without fear of reprisal; (a)(2) is the compliance element, which secures safe work practices through recognition, training, retraining and discipline; and (a)(6) is the correction element, which requires unsafe conditions to be put right in a timely manner based on severity.
