The employer must instruct each employee in the recognition and avoidance of unsafe conditions AND in the regulations applicable to that employee's work environment, so as to control or eliminate hazards. Both halves carry weight and both are easy to drop: a worker who knows the rule but cannot see the condition is not protected, and a worker who senses that something is wrong without knowing what the standard requires has no ground to stop the work. The wrong answers are all things employers really do cover at induction - discipline, first aid locations, claim procedures - and none of them teaches anyone to recognise a hazard.
